LUCKNOW • 24 OCTOBER 2026
Key points
- Avas Vikas Parishad's Saumitra Vihar scheme on New Jail Road has been approved by UP RERA.
- Additional Housing Commissioner Rakesh Kumar Singh: nothing now stops bookings from opening; rates, plot numbers and the date are not fixed yet.
- Registration for over 2,000 plots may open in phase 1. The Parishad may launch the scheme by Diwali.
- The plot rate could be between ₹2,600 and ₹3,000 per sq ft (final rate not yet fixed).
What happened
According to Hindustan's report of 24 October, Saumitra Vihar's RERA registration had been pending for a long time. The launch was held up because required documents and RERA's objections had not been cleared. All objections have now been resolved and RERA has approved the registration. The report says the process sped up after efforts by Housing Commissioner Anil Dhingra, and officials are now preparing for the launch.
Additional Housing Commissioner Rakesh Kumar Singh said: "Saumitra Vihar has been approved by UP RERA. Nothing now stands in the way of opening bookings. Plot rates and numbers will be fixed soon, and bookings will open soon. The date is not fixed yet."
What is not fixed yet
- The RERA registration number is not public yet. When the brochure comes out, check the number yourself on up-rera.in.
- Final plot numbers and rate: the report puts the likely rate at ₹2,600–3,000 per sq ft, but the registration process will be clear only once the final rate is fixed.
- Launch date: preparations aim at Diwali, but no date has been announced. Several earlier dates for this scheme have already passed (January 2025, Holi 2025, November 2025, August 2026, Navratri 2026).
Earlier story (in Hindi): preparations to open registration at Diwali.
Update, 26 October: 2,261 plots in phase 1, rate about ₹2,700 per sq ft
According to Amar Ujala, phase 1 will have 2,092 residential and 169 commercial plots, 2,261 in all, of 40 to 300 sq m. Deputy Housing Commissioner Chandan Patel said the scheme has RERA approval and will be launched at Diwali. (Amar Ujala, 26 October 2026)
According to Dainik Bhaskar, the proposed land rate is about ₹2,700 per sq ft. The scheme will be built on 560 acres in two phases; the Parishad's board has approved it, and a launch by the Chief Minister is being arranged. It is being built under the land-pooling policy, in which farmers got 25% of the developed land back as plots; the Parishad says it will be the first scheme in the state under this policy to open registration to the public. The registration date has not been announced yet. (Dainik Bhaskar, 26 October 2026)
Update, 27 October: proposal for the Chief Minister to launch it
According to Dainik Jagran, Avas Vikas Parishad has proposed that Chief Minister Yogi Adityanath launch Saumitra Vihar; at the same event LDA will hand allotment letters to IT City farmers. The launch and registration dates have not been announced. (Dainik Jagran, 27 October 2026)
Update, 28 October: IT City to launch alongside, target Diwali
According to Hindustan, LDA's IT City is also to be launched together with Saumitra Vihar. The Chief Minister has been asked for a date before Diwali for both, and the event will be held at Saumitra Vihar. Saumitra Vihar's registration date has not been announced. Update, 31 October: Navbharat Times says 436 plots at Diwali, ₹27,000 per sq m
Navbharat Times wrote on 31 October that the Chief Minister may launch phase 1 at Diwali with 436 plots. Plots will be 40 to 300 sq m and the proposed price is ₹27,000 per sq m (about ₹2,508 per sq ft). (Navbharat Times, 31 October 2026)
This differs from Dainik Bhaskar's 26 October figure of 2,261 plots at about ₹2,700 per sq ft. Perhaps only part of phase 1 will open at Diwali, but no paper has said so clearly. Treat the plot count and rate as final only when Avas Vikas Parishad's official notice or brochure comes out.
