Key points
- Despite the restrictions after the land-acquisition notification, owners of land proposed for IT City and Wellness City can sell on set conditions, and new buyers can buy.
- Condition: the buyer must file an affidavit that the land will join the scheme through land pooling.
- The sale deed (registry) must also state this clearly.
- LDA joint secretary Arvind Kumar Dwivedi has sent the guidelines to the Additional District Magistrate (Land Acquisition).
What the new rule is
According to Hindustan, the Lucknow Development Authority has set new rules for buying and selling land proposed for the IT City and Wellness City schemes. Despite the restrictions in force after the land-acquisition notification, owners will be allowed to sell and new buyers to buy on set conditions. The buyer must file an affidavit that the land will be brought into the scheme through land pooling, and the sale deed must state this clearly. (Hindustan, Lucknow print edition, 28 October 2026)
The report does not list all the "set conditions", nor which office grants permission and how long it takes. How much developed land comes back for land given in pooling is explained in our IT City and Wellness City land pooling guide.
IT City to launch with Saumitra Vihar
According to Hindustan, LDA's IT City scheme is to be launched together with Avas Vikas Parishad's Saumitra Vihar. The Chief Minister has been asked for a date before Diwali to launch both, and the event will be held at Saumitra Vihar. Some IT City allottees will also receive allotment letters from the Chief Minister. LDA vice-chairman Prathmesh Kumar says this will speed up both schemes. (Hindustan, Lucknow print edition, 28 October 2026) IT City's proposed rate is said to be about ₹4,000 per sq ft: Wellness City ₹5,500, IT City about ₹4,000.
What this means for buyers
- Buying land in these villages now means buying a share in land pooling, not a plot. You get not the whole land but a share of developed plots under the scheme rules, and only after the scheme is developed.
- The sale deed will carry the land-pooling condition, so do not expect to build your own house on such land or to resell it later as a "freehold plot".
- If a dealer is selling "small plots" in IT City or Wellness City villages, ask how the affidavit and LDA conditions will be met. Match the gata number against the khatauni and the notification.
- Villages and acquisition status (in Hindi): 300 hectares to be acquired for IT City.
