The Lucknow Development Authority (LDA) has intensified its crackdown on unauthorized townships, officially freezing the list of "Blacklisted Colonies" at 241 for the 2026-27 fiscal year.

The "Zila Panchayat" Trap:
Many private developers are misleading buyers by claiming their projects are "Government Approved" based on a Zila Panchayat NOC. However, as per the UP Urban Planning and Development Act, within the LDA controlled area (which now extends well beyond the Outer Ring Road), only an LDA-sanctioned map is legally valid for residential construction.

Major Risks for Buyers:
  • Zero Compounding: As of February 2026, the LDA has ruled out regularization for colonies with roads narrower than 7.5 meters.
  • Utility Bans: LESA (Electricity) and Jal Sansthan have been directed to stop issuing permanent connections to new constructions in these 241 blacklisted zones.
  • No Bank Loans: Major lenders like SBI and HDFC have geotagged these areas and will not provide home or plot loans.
High-Risk Zones Identified: The warning specifically mentions unauthorized plotting in Chinhat, Kursi Road, Deva Road, and the inner pockets of Sultanpur Road (near Kalli Pashchim and Hariharpur).
